Elections are considered a means to embody democratic governance, and a tool for the people to express their freedom to choose their representatives, and their right to run for electoral functions, and to participate in the running of their affairs.

Elections are among the most important stages of the electoral process, through which candidates exercise their freedom to express their opinions and positions, and to highlight their capabilities to attract voters to vote for their programs, through electoral gatherings and meetings at times, and through electoral advertising sometimes, and through audio, audio, written and electronic media at other times, in view of the disparity between parties and candidates in possessing the financial means and financial capabilities, the electoral legislation set principles that obligated the electoral administration and the candidates to respect them, and set regulations that obligated them not to exceed them, in an attempt to achieve equality and equal opportunities.
