Abstract EN

This research paper attempts to explore the availability of local cultural elements in the communication message adopted by the United Nations in Algeria, as part of its missions for international public relations concerned with environmental matters.

The organization and its audience Task is mandated by the United Nations Organization for its regional agency existing in Algeria, namely the United Nations Development Program (PNUD).

This latter intends, under the umbrella of international goals and joint international agreements within the framework of what is known as global environmental governance, to address the local environmental problems of Algeria in coordination with the actor or the local audience.

It was clear from the obtained results that the international dimension governed by the universal goals and the principles of environmental protection stands as an impenetrable barrier to the locally active UN agency to communicate with the inputs of the external environment to its local actors, as the availability of local cultural elements was weak.
