This research focuses on the study of the president's jurisdiction in the violation of financial laws and how this emergence of the jurisdiction in the united states at different stages is not the result of the text in the us constitution of 17 September 1787, but by the considerations of reducing the excessive allocation of funds in the public budget and extravagance in contrast to the provisions of the Iraqi constitution of 2005 not to grant the president of the republic the power to veto laws, and the possibility of the work of means of booking financial allocations approved in the general budget and refrain from disbursement in order not to implement laws that include exaggerating the allocation of public funds and disbursing them to non-interests of the public interest.
