Abstract EN

This study examines the formulation of a model for the reform of public administration in the Arab countries, which meets their needs and addresses their weaknesses.

A survey of the relevant literature indicates that there are major issues that face the development of public administrations in the Arab countries, which mainly lies in the fragility of public institution framework in various Arab countries, which resulted in a set of risks that threatened the stability and development of these countries, which in turn negatively affected the aspirations of the Arab people.

In order to open the discussion on these issues, this study aims to answer the following question: How to address the various challenges and problems facing public administration in the Arab countries that have affected in one way or another the level of development performance? This study, through the analysis of the classification of Arab countries on most of the international indicators of institutional building, sought to find a model for reforming the reality of Arab public administration.

The key findings suggest that the model should incorporate an array of reform mechanisms that start with separation of politics from administration, as well as budgetary reforms, institutional reforms and capacity building.
