The think and opinion Center is one of the most common institutions of the twenty-first century, because it is important to guide decision-making and policy makers, through studies and experiences of think tanks, as well as to prevent crises and natural disasters.

The University of Pennsylvania report on the classification of thought and opinion institutions is a descriptive study of these institutions in terms of the quality of their experts and the quality of their scientific work for decision makers, as the complexity of current issues increases and the difficulty of keeping them in line.
