The Algerian state seeks to lay down public policies for the reform and development of local collectivities, so that can carry out its administrative and developmental tasks at the local level, but all of these policies could not keep pace with the renewed developmental demands of the community at the local level, which pushes the legislator to amend wilayal and municipal laws in each Once in order to remedy the deficiencies recorded in the performance of local collectivities in the areas of local finance and development.

But the obstacle that appeared immediately after the recent amendment of the law on municipality and wilaya, is in the law itself.

Whereas, the new text gives the name of regional collectivities to the municipality and wilaya, while the central administrations are still dealing with them on the basis of the old name.

Note that each designation has legal and financial implications for the municipality and the state, which is directly reflected in the developmental tasks that remain linked to local financing and the need to diversify its sources.
