E-learning is the use of computers to create and deliver educational materials to customers, prospects, employees, and students.

With the rapid development of web technologies, applications, and the decentralized of e-learning resources; with its relation to the use of web resources.

For all this, there should be tools resource management.

In this paper, an optimized framework would be presented for resource allocation in e-learning environment, called Resource Allocation E-learning (RA e-learning) framework the proposed frame work based on meta-heuristic algorithm on Fog computing environment.
