The research seeks to confirm the effect of quality and total quality management in service organizations such as banks on the organizational culture of the importance of their role in building the economies of developing and developed countries, through objective research in the statement of the nature of the impact overall on the organizational culture of quality, which has been described as the third wave after the Industrial Revolution and computers that contribute in the survival and success of organizations, including the researched and is done through a summary of the problem of that total quality management an administration actors as quality term managerial appeared in the seventies and octets of the last century as a result of industrial and technological competition among developed countries in order to product quality control (commodity and service) and win the market and customer confidence that contribute the success of organizations and banks to deal with the fact that customers and quality of service provided to them and the regulatory climate in those banks contribute to attract them by providing the best services according to modern theories and contemporary style.

On the other hand, the research gaining importance through its variables, which summarized the independent variable (Total Quality Management) and the (organizational culture) relationship has been selected by using the descriptive approach a random sample of 60 questionnaires were distributed to managers to collect data and information, which tested several measure statistical and evidentiary using the system Ready Applied social Sciences (SPSS) where it is the main test hypotheses: 1 null hypothesis there is no relationship of statistical significance between the overall quality and organizational culture2 Hypothesis of proof the existence of the effect statistically significant for total quality management and organizational culture in the respondent bank (Rasheed Bank and its branches in Baghdad)Research has proven accept hypotheses which received the methodology which brought the researcher in the fourth quarter to conclusions and to build upon the recommendations proposed, which is all about giving the relationship between the overall quality and organizational necessary attention that could staffing to provide better customer services and the Department of Culture and thus the success of the bank
