Since its adoption by the world summit of heads of states and governments, in 2005, the concept of responsibility to protect is a development or an alternative to the right to "human intervention ", this new and emerging concept attempts to go beyond criticisms of the right of intervention by trying to reconcile the international community's duty to intervene in the face of gross violations of the human rights and the need to respect the sovereignty of states.

This new approach to the right to intervene means that a sovereign state is responsible for the protection of its citizens from humanitarian disasters such as mass murder, mass rape, famine and other disasters.

However, When the state is unable or unwilling to do so, the international community assumes this responsibility instead.

this study attempts to provide a conceptual framework for the responsibility to protect and the most important applications that have been known since its adoption in 2005.
