In the previous years, the interventionist state showed some successes in development, led by the State for the project of social and economic development.

However, the global crisis of the 1970s characterized by the recession and the scarcity of resources led to the decline of the interventionist state model.

To open the field of investments in various technologies and in order to improve the lives of individuals in the community, it was necessary to open the field to other parties in order to contribute to the development of the economy and development.

The General Facility was therefore in need of a new governance model that could compete in the context of efficiency and transparency.

In accordance with the principles of the functioning of the General Facility related to continuity, equality and adaptability, presidential decree 15-247 contained some reforms, but it was insufficient.

Aims mainly to highlight the idea of the General Facility and its role in investment to reach the implications of the legislator's adoption of the general authorization technology, which is related to the idea of improving the business climate as well as modernization of the public utilit.
