The issue of political reform has been frequently mentioned in various Arab forums and meetings, during the first decade of the new millennium, in an unprecedented way; and it occupied, along with the issue of democracy, a wide range in the official Arab discourse.

Whatever the reasons or factors that have shaped this situation, it sets a precedent in terms of the number of conferences and forums held to discuss this issue, whether at the initiative of academics, government officials, or the opposition forces and members of civil society.
