It is only a reflection of the general social and economic context.

In addition, it is not surprising that higher education with its various institutions suffers from great problems; especially in developing countries; as a result of extremely serious challenges and threats which emerged from the variables that changed the shape of the world, and created a new world system which is based on science and technological development, also it is based on highly advanced and superior technologies.

Therefore, that matter leaves no room for hesitancy to start working with inclusive programs for development and modernization at the educational and administrative levels.

Furthermore, the new image of education and society cannot be only with an education that meets the quality requirements at all its stages and levels.

For this reason, most world countries have noticed the importance of the issue of quality in higher education and have allocated significant resources for it.
