The research on this subject purpose is to define of the authority of the Administration on the unilateral modification of the administrative contract during its implementation of the contractual status and rights of the contractor in the contract concluded, as well as the statement of its limits as a mechanism for the protection of the rights of the contractor.

That the control of the administrative judge of this authority is an effective mechanism for balancing the contractual privilege of the Department in its contractual relations, but is not sufficient to protect the contractual status and financial rights of the contractor.
