Most vital sectors in modern societies, especially in the last two decades of the last century, have undergone changes in their structure and systems of operation of their institutions as a result of the expansion of technology in all areas of life, which has led many countries to engage in the process of reforming the management of their institutions gradually in line with the growth and growth of each society and its capabilities in keeping pace with technological progress.

However, the emergence of the global corona epidemic has caused a coup d’état to impose quarantine on the peoples of the world, the almost all withdrawal from real life and their institutions, which increased the distances of distance and self-separation from the services of these departments, to intensify the need for technology as a haven and a benefit through which the institutions of the peoples and their administrations were forced to keep up with their services and activities necessary for life remotely, by creating platforms, virtual networks and new channels of communication between the administration and citizens, whose heart is the digital tools and technological equipment, to find the administrations of most of the institutions themselves forced to deepen the process.

In the world of digitization, there are several changes in the mechanisms of the work of its departments, if it wants to continue to provide its services and keep pace with the developments of life through this virtual world.
