Abstract EN

Higher education contributes to moving the wheel of society's development and pushing it towards progress and achieving comprehensive quality, due to the rigidity of Arab higher education strategies and the weak link between scientific research and applied practices.

This study aims to develop scientific research, encourage conducting its experiments inside and outside the university, and try to contribute to modifying trends in the community surrounding the university, and the study concluded on reforming the infrastructure, expanding the circle of higher education in Algeria, and reforming the human resource.
