The constitutional amendment of 2016 stressed an important right for individuals, which is the possibility of informing the Constitutional Council of the existence of laws that affect their rights and freedoms through the referral mechanism of advancing the unconstitutionality of the laws.

However, this notification is indirect and informal because this procedure is the prerogative of the Supreme Court or the Council of State that can use the referral procedure of the unconstitutionality of the laws that individuals submitted to the Constitutional Council on behalf of the individuals.
