تقوم البلدية في الجزائر على فكرة اللامركزية في اتخاذ القرارات وتجسيد المشاريع الاقتصادية والاجتماعية والسياسية، ومكان لمشاركة المواطنين في الشؤون المحلية، يمثلها المجلس الشعبي البلدي الذي يسهر على تحقيق أهداف الديمقراطية المحلية، ولقد خول للمجلس صلاحيات واسعة إلا أنه يبقى تحت رقابة الجهات الإدارية المركزية والمواطنين.
Abstract FRE
La commune Algérienne repose sur l'idée de décentralisation dans la prise de décision et l'incarnation de projets économiques, sociaux et politiques, et de participation citoyenne aux affaires locales, représentée par l'assemblée populaire communale désireuse de réaliser les objectifs de la démocratie locale, le conseil a reçu de larges pouvoirs mais reste sous le contrôle des organes administratifs centraux et des citoyens.
