The development and the high penetration of internet brought many opportunities for new business models and e-commerce is one of the fastest growing parts of the current digital economy and has the potential to improve efficiency and productivity in many areas.

The primary goal of this work is to identify and present an overview of the major governmental and legal factors that play a role in e-commerce implementation and the related obstacles that may hinder e-commerce from taking off as it should in Algeria.
