Unemployment is one of the most important problems and obstacles that the Algerian economy suffers from, and to limit this phenomenon, the Algerian government is striving, based on the economic recovery program, to develop an employment policy that includes a set of employment and training formulas, which are concerned with the youth category, especially university graduates.

Among these operational policies is the adoption of the mediation approach in the labor market, which is achieved by establishing intermediary institutions that link between job seekers on the one hand, and institutions and individuals offering jobs on the other hand.
