This study aims to diagnose the financing system for local groups in Algeria, as it is mainstay for the embodiment and elaboration of development programs and projects for these units at the local level, which is currently manifested through several diverse sources that can be classified into internal financial resources and external financial resources; The study concluded that despite the multiplicity of financial resources for local groups possess, these bodies faces many financial difficulties that limit its developmental interventions, this is in shade of their limited the self-resources it possesses on the one hand, and influence of central subsidies from the central authority on its their development choices on the other hand.
