دور البلدية في إدارة النفايات المنزلية

Abstract EN

The municipality has become obliged to run its waste with the intention of collecting, sorting, then, appraising, capitalizing and recycling it in a way that guarantees the protection of the environment from the harmful effects caused by this waste and achieving sustainable development.

If it is not possible to prevent the waste from forming, it is very possible to reduce it at the source, and reduce the damage it causes.

This study aims at shedding light on the municipality’s role in managing household waste, where there is a real bet in two different forms.

Either you ignore these wastes produced in its region and smells, stacks, flies spread, diseases propagate, landscapes get distorted, and then have to spend huge sums, and incur losses to face the environmental, health, touristic and social deterioration.

The costs would be huge at a time that it could be avoided by the setting of a clear strategy for the management of its waste from the beginning, starting with fighting it at the source, passing through the selective collection in preparation for appraisal and recycling.

La commune est la clé de voûte dans la gestion des déchets ménagers car elle représente l’échelon le plus prêt du citoyen.

Elle en effet, un rôle prépondérant dans la collecte, le tri et la gestion de ces déchets dans le but de préserver la santé publique et la protection de l’environnement.

En tout cas, une telle obligation est prévue dans le code communal.

On note toutefois une nette transgression de cette obligation par certaines communes ou la gestion des déchets demeure chaotique, ce qui mène à penser à d’autres modes et mécanismes de gestion des déchets ménagers en dehors de la sphère communale et, ainsi déléguer cette tâche, dans le cadre de la délégation de service public, à d’autres acteurs plus performent.
