This study aims to identify the concept of information technology culture and its impact on the development of creative behavior among workers in light of the Covid 19 pandemic, through a case study of the Cement Corporation in the Wilayat of Constantine, where (45) questionnaires were distributed, of which (39) were valid for study, and the analysis was done using The descriptive analytical approach supported by the case study method and the SPSS program, and the results indicated the existence of a statistically significant effect of information technology culture on the development of creative behavior, except for the beliefs supporting information technology, due to the nature of the restricted and monopolistic environment of the institution.
