The voluntary employment of penal institutions inmates is considered one of the rights guaranteed within Islamic legislation and international covenants, so this right aims to allow the inmate to volunteer on his own to perform this work as an alternative to compulsory labor, and for a parallel environment similar to the conditions of free work.

and from as a result, it provides detainees opportunities to integrate into the society, and partly changes the institution's function to become a mean for its development after the inmate was a real burden, helping it to bear its own expenses.
