Abstract EN

This paper aims at identifying the effect of the new strategy adopted by the Algerian authority in order to develop programs for the formation of the local authorities employees (State, municipality) to find out the quality of their performance at the local level.

This research concluded that the formation of the local authorities employees becomes a necessity in light of Algeria's orientation towards modernizing and developing the local facility, because training enhances the knowledge of the local employee in his work environment, making him an active element in advancing different administrative functions for promotion on one hand, and to achieve local authorities goals adopted by the elected local councils as well as the developmental orientation adopted by the central administration on the other hand.

However, there are many obstacles become a barrier to achieving desired outcomes of this strategy.
