After preparing the case papers based on what is determined by the comparative legal systems, the Administrative Court begins to look into the content of the case to decide on it, and the lawsuit is proceeding routinely according to the procedural rules specified in the State Council Law or the Law of Civil Procedures.

There are procedural principles applied by Civil Courts which can also be applied before the Administrative Court during its consideration on the administrative cases; as the result, the administrative judge possesses powers that cannot be granted to the judge in civil lawsuits.

At this stage, the plaintiff has requests as well as the defendant has defenses that can be submitted to the administrative court, and in some cases the course of the case requires the expansion of the personal domain of the lawsuit so that the third person intervenes or enters the lawsuit.

This paper focuses on such exclusiveness through four sections.
