The legislator enjoined the need to follow special procedures in following up on juvenile delinquents, represented in the presence of an investigation and trial body for them, and this is in order to guarantee and protect their rights at every stage.

this is done through a set of mechanisms represented in setting a minimum age at which criminal follow-up does not move against the juvenile, replacing the penalty with alternative measures, and introducing a mediation mechanism to put an end to the criminal prosecution of the offending juvenile.
