Abstract EN

The diplomatic relations of any country in the world represent its foreign policy.

Since treaties and agreements form an important part of these relations, their contract strengthens the state's status diplomatically and preserves its rights, especially if they are agreed upon between two neighboring countries.

They reflect their keenness to maintain stable security at their borders on one hand, and on the other hand they protect the rights of the citizens who live in the other state.

However, the relations between the Ottoman Empire and the regimes that had been ruling Persia (Safavids, Qajaris and others) had witnessed stages of strife and estrangement to the point of either armed conflict, peace or tranquility.

They resulted in effects of either negative or positive impact, depending on the nature of the relations between the two countries, on the life conditions of their citizens who were living in the other state.

This research sheds light on the life conditions of the Persian community during the reign of the Ottoman Empire, especially those living in the Iraqi cities which embrace the holy shrines; Karbala and Najaf, and those citizens who travel from these cities to Hijaz to perform the rituals of Hajj with reference to the effects of the treaties signed between the Ottoman Empire and the Persian regimes on the life conditions of the Persian individuals for four centuries.
