يلعب الحل الرئاسي للمجلس الشعبي الوطني على الصعيد السياسي دور هام في تحقيق الاستقرار السياسيإذا تحققت أسبابه الموضوعية و مبرراته العملية التي تمليها المصلحة العليا للأمة فهو لايؤدي فقط إلى حل النزاع بين الحكومة و البرلمان بل الى مختلف النزاعات التي قد تحدث بين السلطات الدستورية في الدولة غير أن إطلاق يد رئيس الجمهورية في استعماله على أساس أنه سلطة تقديرية و حصرية له يمكن أن يؤدي به لممارسات غير ديموقراطية الامر الذي يرتب حتما أثارا قانونية على كافة النظام السياسي
Abstract EN
The presidential dissolution of the national people's assembly plays an important role in achieving political stability, if its objective reasons and practical justifications are realized, dictated by the supreme interest of the nation, it not only resolves the conflict between the government and the parliament, but also causes various conflicts that may arise between the constitutional authorities of the state.
However, the release of the president's hand in its use, because it is an exclusive discretion, can lead to undemocratic practices, which inevitably have legal effects on all political system.

La dissolution présidentielle de l'assemblée populaire nationale joue un rôle important dans la réalisation de la stabilité politique, si ses raisons objectives et ses justifications pratiques réalisées, et dictées par l'intérêt suprême de la nation, car non seulement elle résout le conflit entre le gouvernement et le parlement, mais elle provoque aussi divers conflits qui peuvent survenir entre les autorités constitutionnelles de l'État.
Cependant, la libération de la main du président de la république dans son usage, au motif qu'il a un pouvoir discrétionnaire exclusif, peut conduire à des pratiques antidémocratiques, qui ont inévitablement des effets juridiques sur tout le système politique.
