The political and economic transformation that the world has experienced have demonstrated the shortcomings of representative democracy in achieving local development, this has led to the emergency of the participatory approach as mechanism for activating local governance indicators and as a new image of democracy.

Given the important role played by the local grouping system in all countries; the consolidation of this participatory democracy has had a positive impact on the participation of citizens in decision – making concerning their own business, and their conduct in accordance with their concerns, In order to achieve local development through the involvement in different actors social workers in public management.
