Small and medium enterprises are considered one of the reliable sectors for the advancement of the national economy, especially with the current economic changes, which require Algeria to search for alternative sectors for the hydrocarbon sector.

This research provides a reading about the small and medium enterprises and the financing problems they face, and shows their importance and economic position, as it contributes to medium enterprises must rely on business incubators as a mechanism to upgrade them; they are the latest technologies used to support and develop them.

, As a group of services gives them the facilities as well as material aid, as well as providing some of their financial needs that would elevate them to a higher level and make them compete with other institutions and why not enter the global markets.
