The legislator paid great attention to agricultural lands and enacted many laws and regulations in order to protect them and prevent any transgression and attacks on them, given their important economic role and social function, and considered them one of the pillars of the national economy, as he defined a set of means and mechanisms for monitoring this.

Among them is the adoption of the principle of the prohibition of building on these lands, as they are included in the indestructible plots, but this principle was not taken by the legislator to launch it, as it permitted the exception of building on them according to legal conditions and procedures that carry a degree of protection for them.

The process of integrating agricultural lands is considered to implement public development projects or integrate agricultural lands located near the urban sector to meet the necessary demands of the population.
