The position of the shipment is one of the jobs that the Seljuks created during their control of Baghdad, and whoever held this position was the representative of the Sultan in Baghdad.
And the shipment is the one who is in charge of managing the Seljuk interests, establishing security and order , and he is the commander of the military garrison in the city, and he has wide security and administrative powers.
The authority of the shipment expanded to other non administrative or security tasks, to be economic through collecting money, as well as intelligence to monitor the movements of the Caliph.
The Seljuk Sultan found in some of those who held this position the ability to assume responsibility , so he added to his administration, which is entrusted with managing the whole of lraq, in contrast to those who failed in the mission, so removal or killing was their fate.
