The Penalty of work withdrawal from the contracting partner in the contract of Public Works and put it under the direct management of administration, in one of the main non-financial administrative procedure of pressure to which public works contract is characterized of.

The contracting authority uses it to put pressure on the contracting partner and compel him to implement perfectly his contractual obligations, without relying on a legal text conferring this right, and without any need to obtain a court ruling allowing it to do so, and this aims to maintaining the functioning of the public service subject of effective and efficient implementation of this contract, as well as protecting public money and achieving the public service.
