Due to the environmental effects of the growth of industrial and technological activities and the consequent irrational depletion of environmental resources, on the one hand, and the pollution that affects the environment in all its components, on the other, there has been increased interest in the environment at the international level, as manifested in the form of international conferences and declarations since the 1970s of the last century.

The most important of these are the Stockholm Conference of 1972 and the Rio Conference of 1992, which resulted in the adoption of important decisions that established the promulgation of many general principles of environmental protection as a new international trend in the field of legislation through general principles.

Given the particularity of environmental problems that cannot be limited or unpredictable, the Algerian legislature has followed the modern international trend in the field of legislation through general principles, where several general principles have been incorporated into environmental legislation, and the Algerian Environment Act 10/03 included several general environmental principles developed on As: the principle of prevention and the principle of polluting conduct, in order to achieve the environmental dimension of sustainable development
