Legislation in the field of consumer protection was not taken over by any of the branches of law, but was subject to the attention of private and public law with their branches, as the legislations of these laws include texts that set a kind of consumer protection in one way or another, except in light of the change in social, economic and political conditions Special legal rules emerged that took on this protection, but their adaptation differed from the socialist system to the liberal system between states in terms of their view of this protection.

Faced with this bifurcation in the field of legal jurisdiction in consumer protection, it is worth examining the most effective legal system to achieve complete consumer protection, which found its goal in the administrative law because of its effective and influential control over economic life.
