Local communities are an integral part of the administrative organization of the Algerian State in the management of local affairs with the distribution of the administrative function between them and the central authority in the presence of the administrative decentralization system.

The Algerian State has sought to adopt many legal reforms for the local community system in line with the changes in its internal and external environment, but these reforms alone are not enough, and there must be reforms that affect their management, so the application of e-governance at the level The local imperative was imposed by the technological revolution to upgrade the quality of services provided to its citizens, so the Ministry took the will of the most measures and actions to accelerate its application and dissemination, there was a series of achievements on the ground that reflect the outcome of this imperative was studied through four axes.
