Cities are considered to be the focal point in the talk of climate changes, as the major contributor in global warming for the amount of carbon that these cities emit through human's intervention in the climate system, on the other hand these cities are also victims of the risk of disaster that are resulted by the climate changes, and to reduce these risks , cities have pursued strategies to reinforce their abilities and resilience in the face of disasters and to recover from them, in that context the United nations has adopted several legal instruments, and the one that stands out the most is the Framework Convention on Climate Changes .

However these instruments have not been effective because of the absence of the real role of the organization and also because the big nations were unable to assume their responsibilities in reducing greenhouse gas emissions that are the main cause of the risks that threaten the existence of cities.
