The rule of changing the fatwa by changing traditions, time and place is considered one of the rules that are widely used by the jurists and are frequently present in their books despite their differences in its understanding and implementation.

And the research that we have in our hands tries to answer; the most important problems surrounding it, to clarify some of its knowledge and evidences and to bring closer the points of view towards it by stating, the regulations that should be implemented if applied.
