The British colonial policy is considered a Machiavellian school that is still rooted in the Anglo-Saxon mentality.

It employed all methods and tools in the context of colonial competition and the First World War.

For its own interests and for its war effort, Britain offered contradictory promises to all countries and parties: the Russians, the French, the Italians, the Arabs and the Zionists.

Balfour’s statement came within this framework and not far away from it; for the idea of exploiting the Zionist movement with its anti- Semitic roots met with the aspirations of the newly emerging movement.

Both of them sought the same goal; the coordination of these two aims: those who wished to get rid of the Jews and the anti-Jewish parties were the main engine for the Balfour Declaration to establish a national homeland for the Jews in Palestine.

The study sheds light on the efforts exerted by Britain to achieve victory in the first global war by focusing on winning the Zionist movement on its side to serve its colonial interests in the Arab Mashreq.

The study used the historical analytical method based on primary sources in documenting and analyzing the events and their associations to prove the validity of its hypothesis.

The study concluded that the Balfour Declaration had little value until it was included in the British Mandate Act of 1922 to become part of international law.

Balfour’s statement still casts controversy and doubts and needs further research and investigation in terms of its other aspects.
