The end of the Cold War, which was seen as a testament to the credibility of regime change as an entry point for international relations, sparked new debates between supporters of the United States' use of its unique power to achieve moral goals such as promoting democracy and human rights, and those who believed in a commitment to achieving national interest in light of the changing circumstances in the post-war period.

Nevertheless, the concept of security in the United States continued to be based on considerations of an external threat, which was represented until the end of the Cold War in the communist threat imposed by the Soviet Union, and from here it seems clear that American foreign policy makers before 9/11 were affected by real-school theorists.

And considering the goal that states seek to be survival and preservation of power, and that the state relies on alliances in order to solve the security dilemma and achieve its internal security, and therefore the state’s survival is limited to the thinking of realists in the issue of security and facing threats.

Therefore, the United States was keen on the military presence in Central Asia, as an extension of the blockade policy on Russia, as well as in the Arab Gulf region, and it also sought to find a regional balance of power after the collapse of the Soviet Union that does not allow the emergence of any regional powers in the Arab region or the Middle East in general, either.

It was Turkey or Iran, or in the region of Central Asia and the Caucasus.

The Security Council appears to function on the surface, that is, it issues decisions, but scrutinizing its decisions shows that it often works in the service of one force, which is the United States of America.

And decisions that do not serve that force remain unimplemented, and with the exception of non-political goals, the United States of America does not encourage the United Nations to play any political or security role related to peace-keeping, Unless there is a vital interest for it that requires it, and then the United States chooses that the United Nations implement this role under its leadership with the authorization of the international organization itself, so that Washington will lead a military alliance, or with the mandate of NATO, Provided that the leadership is the United States, if it is decided that American forces participate in it.

Work and implementation under the umbrella of the United Nations after the United States has taken the sole decision about the fate of a country, and this constitutes a bad blame on the international organization
