Abstract EN

This paper aimed to address the problem of identifying main economic impacts of the covid-19 crisis on Arab labor markets and on poverty as well as assessing the role of active and passive labor market policies during the crisis, in mitigating the negative impacts of the pandemic.

The study showed that during the first period of the crisis, Arab countries experienced the highest levels of job losses compared to the rest of the world in terms of working hours loss.

The analysis also showed that the structural imbalances inherent in Arab labor markets were exacerbated pandemic, particularly those causing high unemployment,, the separation of wages from productivity, poor sustainability of job creation, the prevalence of informality and failure to meet the decent work requirements.

The study discussed a number of treatments that guarantee sustainable solutions , and based on selective policies, institutionalization of social dialogue as a central, real and effective component of labor policies, and enhancing economic growth to become more job-rich to ensure the accumulation of efforts within a real reform path of economic structures and markets in Arab Countries.
