The regional and non-governmental organizations had been given their deep concern to the application of the rules of international humanitarian law, Therefore, They issued many statements based on this law, which in turn resulted from the recognition by its member States of the importance of the rules of international humanitarian law and they gave strict observance to its rules, especially during armed conflicts, both international and non-international, to face any violations of the rules of international humanitarian law by enforcing the principle of the responsibility to protect in the event of any crimes against humanity, war crimes or crimes of ethnic cleansing, especially in the case of the inability of the state where such crimes are committed against its citizens, which requires decisively enforce the principle of the responsibility of protection by international mechanisms that were the focus of this research, as the data of this study also explained the role of regional and non-governmental organizations in the enforcement of the principle of the responsibility to protect and its role in the application of this principle to enforce the rules of international humanitarian law.
