Abstract EN

The study seeks to find mechanisms to put development in Algeria On the road to a new development path, cuts off with a dependant economic and social development pattern dominated by a rents economy fed by politics.

It tries to emphasize the importance of moving from a pastoralized to an economy a product of a new social contract between the state and society, and to deepening economic liberalization; ensuring the well-being and requirements of individuals, together with their fundamental freedoms, and achieving the modern concept of development.

Although Algeria has sought since independence to bring about development through many ambitious development programs, Infrastructure projects, however, did not necessarily reflect development, but they constituted infrastructure to improve the living conditions of the population.

On the basis of the many reasons for the failure to materialize real development, excessive reliance on rent-seeking remains unproductive, are one of the most important reasons, along with others.

Algeria's tendency toward embodying development remains a predominant subject to the adoption of a new development model that cuts in terms of its programs and means of embodying it with what has prevailed before.
