One of the most important components of the system of administrative decentralization is the presence of regional bodies at the local level, which are recognized as the legal personality and independence from the central authority, but this does not excuse their control under a framework known as administrative guardianship.

Therefore, the purpose of this research paper is to show the reality of local communities by applying the provisions of administrative guardianship that were reflected in their actions, the fate of their members and even their structures, which affected their performance at the local level.
