The theoretical framework for unifying efforts in protecting the environment with economic rules is based on coordination between them, but the reality is a kind of ambiguity surrounding the compromise process among them, whether in the quantitative or qualitative aspect, which poses difficulties in application and thus the problem of reconciliation between Environmental protection and development, especially in some related issues presented by international institutions in agreements aimed at achieving the interest of developed countries at the expense of developing countries.
