Abstract EN

The research aims to study and measure the effect of government expenditures on the most important elements of investment in human capital represented by education and health on the productivity of the agricultural worker in Iraq during the period 1990 - 2017 based on the hypothesis that government expenditures on the most important elements of investment in human capital represented by education and health has a role significant increase in the productivity of agricultural workers.

The descriptive and quantitative method was used to measure and analyze the impact of government expenditures on education and health on agricultural labor productivity.

The results, using the ARDL methodology in the analysis, indicated that there is a long-term relationship between the productivity of the agricultural worker and both the expenditure on education and health, through the value of the error correction factor (CoinEq (-1 as it reached about (- 0.558) which is negative and significant at the level of 1% .

The research concluded that, despite the increased spending on the education and health sectors after 2003, what has been achieved on the ground does not match the annual allocations, and this increase in spending has not elevated these two sectors to the required level that is commensurate with the importance of these two sectors in order to achieve Sustainable development, in addition, increasing agricultural productivity is something that cannot be achieved without developing human resources, and in this regard the state's role in providing agricultural education services to all members of the rural community is achieved in order to achieve equality in providing educational opportunities.

The research recommended that investments should be directed to developing human resources, aiming to raise their efficiency through increasing knowledge, skills and capabilities of the population of society in general and the rural population in particular, in a manner appropriate to the needs of the labor market, which contributes to building educated individuals through preparing advanced systems in this regard, as the most skilled worker is more productive than the less skilled worker
