Despite the geographic distancing between the USA and Iraq, but factors of closeness between them remain available and multi, the USA represents an important center in the international political reality, while Iraq enjoys with an important geopolitical site in the Islamic Asia and in the Middle East.

From other side, these relations 'importance reflects the prestige of both countries in the territorial and international environment under the deep transformations the international systems have witnessed during 19th century and 20th century, as well as the appearance of new international systems.

Iraq does not locate outside these international turns for its territorial and international domains and the same thing could be applied to the USA.

So, this study comes as to address two basic elements in the Iraqi- USA relations which are the ability and performance that being considered as basic elements for succeeding these relations and developing them.
