The Open Educational College in the Iraqi Ministry of Education is one of the leading scientific institutions in the field of academic education, and it has been distinguished from the rest of the academic institutions in Iraq in that it has been associated with the Ministry of Education, unlike the rest of the academic institutions that are linked to the Ministry of Higher Education and Scientific Research.

It was established to make it a college with scientific and administrative privacy, as it is exclusively for the teachers' segment in the Ministry of Education, and it follows the methods of distance education, and it enjoys a moral personality and administrative and financial independence within the structure of the Ministry of Education.
