Libyan –Russian political relations were cold in the beginnings of 1990s of the twentieth century.
It could last this way if it wan't for the arrival of Vladimir Putin as president in 2000.
He tried to strengthen the relations between the two countries specially after compus of Libyan policy oriented westward aftermath Lokerby's crisis.
With the arrival of Arabic spring revolutions, overthrowing Libyan regim (Al-Gadafi )in 2011, Russian authority tried to return relations with Libya through working as a meddler between all rivaling parties in Libya.
