تبحث هذه الورقة في وجود دالة الطلب على الواردات الكلية في السودان خلال الفترة 1978-2018م، و تستخدم الورقة نموذج الانحدار الذاتي للإبطاء الزمني الموزع (ARDL) و منهجية اختبار الحدود للتكامل المشترك، و يقدم البحث تقديرا لنموذج تصحيح الخطأ من أجل الفصل بين العناصر قصيرة و طويلة الأجل في العلاقة بين الطلب على الواردات و محدداته، و تشير نتائج اختبارات جذر الوحدة، و تحديدا اختبار ديكي فولر الموسع و اختبار فيليب-بيرون إلى أن جميع السلاسل متكاملة من الفرق الأول، كما تظهر النتائج وجود علاقة طويلة الأجل بين الواردات الكلية و المحددات الرئيسة التي تشمل: الدخل الحقيقي، و الأسعار النسبية، و احتياطيات النقد الأجنبي، و شروط التبادل التجاري، و يشير نموذج تصحيح الخطأ إلى سرعة الوصول إلى الوضع التوازني، أما اختبارات الاستقرار فتؤكد عدم وجود مشكلة في الارتباط الذاتي التسلسلي في البواقي، و تظهر النتائج أن الاحتياطيات الأجنبية هي أهم محددات الطلب على الواردات الكلية، و تكشف نتائج البحث أن التحسن في احتياطيات النقد الأجنبي يزيد من الطلب على الواردات السودانية.
و بالتالي، فإن السياسات الرامية إلى زيادة احتياطيات النقد الأجنبي ستعزز من الواردات.
Abstract EN
This paper investigates the existence of an aggregate import demand function for Sudan, during the period 1978– 2018.
The paper employs an Autoregressive Distributed Lag (ARDL) and bounds testing approach to cointegration.
It also estimates an error correction model to separate the short- and long-run elements of the import demand relationship.
The findings of the unit root tests, specifically Augmented Dickey-Fuller (ADF) and Phillips-Perron (PP) tests, indicate that all series were integrated of order one.
It suggests that there exists a long-run relationship between aggregate imports and the main determinants, namely, real income, relative prices, foreign exchange reserves, and terms of trade.
The error correction term suggests a fast speed of convergence to equilibrium.
Stability tests demonstrate no evidence of serial correlation problem in the residuals.
It finds that international reserves were the most important determinant of demand for aggregate imports.
The results reveal that an improvement in foreign exchange reserves increases import demand.
Thus, policies targeted at augmenting foreign exchange reserves will boost imports.
